BACKGROUNDNew technologies, such as Artificial Intelligence (AI),have evolved remarkably due to rapidimprovements in image recognition, sensors, andmachine learning research. The era where multipleaspects of our reality can be utilized in the form ofdigital data has finally arrived. Data collection andanalysis used to be notorious for its time lag, buttoday’s technologies have made it possible for usto grasp our current situation in real time. Theseforms of digital data are tremendously useful innot only the design and operation of governmentsystems but also in the business sector, wherethey can be utilized to enrich society, revitalize theeconomy, and create new industries by allowing usto accurately understand the present and makeplans for the future. Nevertheless, the handling of digital data hasalways been steeped in privacy-related issues. Ashared principle of our society is the value weplace on individual rights, and it is a matter of factthis data should be utilized in a manner thatpreserves the dignity of every individual. Althoughthe GDPR framework is now adopted throughoutEurope, it is of paramount importance for evenmore countries to participate in the adoption ofappropriate regulations on personal informationprotection.While many forms of digital data exist in Japan, theindividual’s prior consent is not obtained in manycases, making it impossible to utilize these vitaldata.
